DESIGN AND IMPLEMENTATION OF WEB-BASED JOB RECRUITMENT SUPPORT SYSTEM
CHAPTER ONE
INTRODUCTION
1.0     Background to the study
          Over the years, personnel recruitment in corporate organizations has been based largely on the traditional unstructured interview method. However, human resource management (HRM) involves the use of both quantitative (structured) and qualitative (i.e. unstructured) information. In recent times, efforts have been made toward building intelligence into computing systems whereby the computer can be used to process large volumes of structured and unstructured information for decision making due to its accuracy, speed, large capability, etc. (Uzoka, 1998). Similarly, Asuqwo et al (2008) opines that for effective and efficient interactions between computers and users, a robust interface is required to produce the desired results through retrieval system and made same displayed when required.                                                 
          The job recruitment exercise involves a process which starts a requisition from the heads of each department in an organization, who are charged with the responsibility of evaluating, monitoring and controlling their departmental budgets. The personnel department then advertises the job vacancies. In the course of the advertisements, several shortcomings may occur such as; the advertisement not getting across to every potential applicant due to the medium chosen for the advertisement, the advertisement are expensive and in most cases are only formalities because the top management staff do fill the job positions with their relatives even before the advertisements are out and so on. These shortcomings therefore, create a situation whereby organizations fail to get the right persons to match the right job. The most important human resources objectives which are to establish employment recruitment and select the best possible employee to determine the potential of each employee and to retain the employees whose performance helps the organization realizes its goal Terry and Michael (1990) will not be fully achieved using the Manuel approach, hence, the need for an efficient web- based employment system to match applications to job. The applicants will also get the right jobs at the right time with little stress and cost. Moreover, organizations will get the right applicants for the jobs available.
In order to compete, the organizational success depends largely on the considerable imagination and initiative that are needed in developing recruitment and retention programs Banovetz et al, (1994). Hence, the need for motivation of this research; therefore, the ultimate aim of the proposed web-based recruitment support system is to enhance the performance of the human resource personnel using the Cross River University of Technology (CRUTECH).

1.1     Statement of the problem
          This research project is geared towards solving the problems that are encountered by organizations in the job recruitment system which is manually done. These problems include the following.
          The advertisement mediums are not reachable by every potential applicant due to the chosen manual approach of advertisement.
          The advertisements are too expensive in print and mass media.
The filling of the vacant positions by the top managers/directors’ relatives before even the advertisements are out.
          There is transit loss of the applications which are being posted by the applicants through, NIPOST, DHL, courier services, etc.
The applicants have to spend lot of money producing many of application letters, CVs, credentials, and supported document.


          Time and money spent by the job seekers to be going to and from the organization to submit their applications.
