CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
An Electronic
voting system is any system that allow an eligible voter to cast his/her votes
using computer normally connected to the internet or intranet from anywhere
like a home or an office. Elections allow the populace to choose their
representatives and express the preferences for how they will be governed.
Naturally, the integrity of the election process is fundamental to the integrity
of democracy itself. The election system
must be sufficiently robust to withstand a variety of fraudulent behaviors and
must be sufficiently transparent and comprehensible in such a way that voters
and candidates can accept the results of an election. Unsurprisingly, history
is littered with examples of elections being manipulated in order to influence
their outcome. According to David Chuan in (2006), the design of a good voting
system, whether electronic or using the traditional paper ballots or mechanical
devices must satisfy a number of sometimes competing criteria.
Electronic
voting system (also known as e–voting) is an electronic system which uses
electronic ballots that would allow voters to transmit their secure and secret
voted ballot to election officials over the computer. In reference to Benedict
(Democracy 2006), Electronic democracy is a necessity in this era of
communication and information technology. Electronic voting is one of the
pillars of democracy, which refers to the use of computers or computerized
voting equipments to ease and to tabulate ballots in an election in a trustable
manner. Due to the nature of electronic systems, the security and reliability
of the system should be handled properly in order to make the e-voting system
an applicable alternative to the paper based voting system for the departmental
elections.
Many
years ago, most societies were primitive and had not evolved a system of voting
to elect the leaders that will govern them and promote societal harmony and
peace. This means that people have to devise a system whereby a leader or a set
of leaders are elected from the ranks of the people. At that point the idea of voting and being
voted for became important and necessary.
But before an individual can cast his or her vote, there are certain
conditions to be met, one of which is to be registered.
Since 2001, the political Scene in the Department
of Computer Science Cross River University of Technology (CRUTECH) has
witnessed incessant upheavals, wide scale dishonesty and societal bitterness,
which in most instances degenerated into lawlessness and destruction of lives
and properties. These unfortunate situations paved the way for and served as
spring boards for the emergence and growth of unskilled democrats who through
fraudulent and election malpractices find their way to various offices to
mismanage departmental funds.
1.2 STATEMENT OF THE PROBLEM
The
efficiency of multiple voting in the Department of Computer Science (CRUTECH)
has resulted in a lot of problems. These problems have continued to obstruct
the peace of democracy in the department and the faculty in general because the
choice of a capable candidate is not encourage by the current system.
Therefore
the problems manifested in form of election malpractice in the department of
computer science include:-
1. The high
incidence of multiple voting, snatching of ballot papers and the forging of
electoral papers using fictitious names.
2. Mutilation
of election result sheets and falsification of election results and election
violence.
3. Indiscrete
manipulation and inflation of election figures by electoral commission officers
to suit the interest of their favored candidates.
