CHAPTER ONE
INTRODUCTION
1.0   BACKGROUND OF STUDY
          Information Communication Technology (ICT) is an umbrella term that include all technology for the manipulation and communication of information. The work of legal practitioners, involves a high level of documentation, information processing, storage, and retrieval. The information intensiveness of a lawyers responsibility is such that tools and technologies that would speed up the documentation, management and information handling are not only important but professionally necessary. The values of accuracy, correctness, completeness, relevance and timeliness are characteristics of information which ICT system do generate to meet court information needs. A computerized information management system (CIMS) is a system or process that provides the information necessary to manage an organization effectively. CIMS and the information it generates are generally considered essential component of prudent and reasonable in court decisions. The importance of maintaining a consistent approach to the development , use, and review of management information system within the the constitution must be an ongoing concern of both court management and it fellows examiners. The Computerized Information Management system should have a clear defined framework of guidelines, policies, practices, standards and procedures for the organization.

1.1       STATEMENT OF THE PROBLEM
         With regards to the present system in investigations into court activities and record keeping, there are many problems that are being encountered in defferent  units. The following are the problems:
(i)  Untimely Information, which is due to an inefficient communication system, this affect the investigation of  unit in the sense that before the information is gotten, the scene case might have been tempered and as such, it renders the information useless, for identification purposes.
      (ii)  Most of court records, such as criminal files, judgement cases and other documents  
      are being damaged and eaten up by insects, and rats.
1.2     OBJECTIVE OF THE STUDY
      The objective of this study is to develop a computerized Management Information System (MIS) for managing Court records in Cross River State, which will:
i.  Help in using software and computers to enhance effectiveness, time saving and also Improve interpersonal communication in court records keeping in Cross River State.
ii.  Reduce Case files or documents damaging and also Analyse the requirements, polices and procedures for managing computerized court record.
iii.   Remove the human elements by automating records management via technology
