DESIGN AND IMPLEMENTATION OF CRIMINAL IDENTIFICATION SYSTEM USING BIOMETRIC TECHNOLOGY
ABSTRACT
The current system of criminal identification is faced with few technical issues, ranging from poor criminal record keeping in short and long term bases which make the processing and retrieval difficult with Microsoft Excel, inability to identify two identical twins when one of them has committed a crime. This calls for the need to develop a system that corrects this error. The proposed criminal identification system captures and compares criminal fingerprints for possible match.  The present system provides the crime investigator(s) with timely and accurate information about a particular crime in a specified location which did not occur in the old system. This system allows the Department for State Security Service (DSS) to compare fingerprints whose unique patterns assist in redundancy control in case of two identical twins. The methodology adopted for this project is the Structured System Analysis and Design Methodology (SSADM). The new system provide a more secure system for keeping criminal records for both short and long term bases as required. The system provides quicker response and allow for time retrieval of the needed information. The software is developed using Visual Studio 2010, frontend is ASP.NET with C#, and backend is MS SQL Server 2008.
CHAPTER ONE
INTRODUCTION
1.1       BACKGROUND OF STUDY
Crime report helps to get accurate picture of a crime being committed. Crime Report is a written account of an incident observed from one or more sources, it can also be defined as the communication of information arranged in an accurate, concise, clear and complete manner, which then becomes a record of a given incidents to an interested party for decision to be made Ghana (2006). Without crime report it will be very difficult to identify a criminal and at the same time distribute personnel in the planning of operation. Rules and regulations are paramount to all aspects of life and it accommodates both how one wishes to live, and how others should accommodate one’s lifestyle. (Mubaraka, Jirgi, & Nanyanci, 2013) Certain proponents have asserted that crime which is a violation against laws of the society is integral to the human nature and hence the society can never be completely free from it. Modern society is characterized by increasing levels of risk posed by internal and external security threats. Within this context, security driven by technology is increasingly being used by government, corporate bodies and individuals to monitor and reduce risk (Ajocict, 2012).
The widely employed Crime Report Management method in the Directorate of State Security (DSS) is the manual process. (Kawai & Samson, 2011) This approach entails the use of paper files in the documentation of criminal information by the Directorate of State Security (DSS). A complainant fills in a First Information Report [FIR] form which includes his or her statement concerning the accused. When the accused is brought in, their details are handwritten into case files. Prior to the advent of computers, these files were kept in wooden or metal wardrobes under lock and key. This was susceptible to damage by pest and unfavorable environmental conditions.
In recent years, as a result of the global rise in application of computers in various aspects of life, desktop applications such as Microsoft Excel were adopted, thereby causing the approach to become both manual and slightly computerized in Nigeria. However, this method of record keeping results in inconsistencies, wastage of disk space and poor control and coordination of data. The employment of this method results from reasons such as:
1.  Inadequate funding
2.  Corruption and extortion and
3.  Lack of necessary skills and resources for statistical and information management.
The proposed Crime Report Management System (CRMS) enhances the crime recording operations of the Directorate of State Security (DSS). The data used by the CRMS is stored in a centralized database which holds information about criminals, crime and users of the system. The database is the basis for all actions in the system and can be easily updated and used to aid in all of the system’s processes, that is, all of the required information is stored in one central location and thus is easily accessible. Furthermore, the correctness of the centralized database will allow functions such as crime report generation and statistical analysis of crime data. In addition to the functions highlighted above, the system performs the basic functions of storage, retrieval and manipulation of crime and criminal data and information.

1.2       STATEMENT OF THE PROBLEM
       It is obviously believed that the Department of State Services (DSS) is the primary domestic intelligence agency of Nigeria. It is primarily responsible for intelligence gathering within the country and for the protection of senior government officials and control of crime, particularly the President and state governors. Nevertheless there are still some shortcomings:
        i.        Poor criminal record keeping in short and long term bases which makes the processing and retrieval difficult with Microsoft Excel.
       ii.        Inability to identify two identical twins when one of them has committed a crime.
      iii.        High cost of saving data as it is mostly associated with paperwork.
     iv.        Frequent case of missing files /documents because records are not properly secure.
      v.        There is no synergy with respect to crime records keeping by securities agencies.

1.3       OBJECTIVES OF STUDY
The objective of the study is to design and implement an application that will help to improve the efficiency and effectiveness of the Directorate of State Security Service in keeping proper criminal records, and also assist in performing the followings:
  1. To provide the crime investigator(s) with timely and accurate information about a particular crime in a specified location.
  2. The ability to compare fingerprints whose unique patterns assist in redundancy control in case of two identical twins.
  3. Cost saving and cost avoidance; the system will reduce the cost of paperwork associated with record keeping with central database.
  4. Quicker response; the system will allow for time retrieval of the needed information.
  5. To provide a more secure system for keeping criminal records for both short and long term bases as required.
1.4 SIGNIFICANCE OF THE STUDY
         The study when completed and implemented it would no doubt increase the general efficiency of DSS and their measures of keeping criminal records that would be easy to retrieve. It will also assist the Directorate of State Security (DSS) (other securities agencies) synergy wise in their bid to solve crimes with timely and useful information about criminals and/or their mode of operations so as to nib in the bud criminal activities in a given locality.
